An electronic appeal containing questions whose solution is not within the competence of the Ministry of Construction of Russia shall be sent within seven days from the date of registration to the appropriate authority or to the appropriate official whose competence includes the solution of the issues raised in the appeal, with notification of the citizen who sent the appeal.

5. Electronic appeal is not considered when:
- the absence of the surname and name of the applicant;
- Indication of an incomplete or inaccurate postal address;
- the presence in the text of obscene or offensive language;
- the presence in the text of a threat to the life, health and property of the official, as well as members of his family;
- use when typing non-cylindrical keyboard layouts or only capital letters;

1 AREA OF USE

1.1 This reference book of basic prices for design work for the construction of "Public Roads" (hereinafter referred to as the "Reference Book") is recommended for determining base prices for the subsequent formation of contract prices, as well as initial prices for tenders when placing a state or municipal order for the design of roads general use and transport interchanges. 1.2 When using this Handbook, the General Guidelines for the Use of the Handbooks of Basic Prices for Design Work for the Construction of the 2002 Edition (the “General Guidelines”) should be taken into account.

2 TERMS AND DEFINITIONS

2.1. In this Handbook, the terms used by the legislation of the Russian Federation and the General Guidelines for the use of Handbooks of basic prices for design work for the construction of the 2002 edition are used.

3 BASIC PROVISIONS

3.1. The basic prices given in the Handbook are set depending on the natural indicator of the design object (length) or on the object as a whole. 3.2. The basic prices of the Directory take into account the cost of two-stage design "project" + "working documentation". 3.3. The level of base prices contained in the tables of the Directory is set as of 01.01.2001. 3.4 Base prices include the costs of the development of project documentation and profit, excluding value added tax. 3.5. The Directory contains basic prices for individual design of new construction projects. The cost of designing reconstruction objects, major repairs is determined by the introduction of correcting factors in accordance with the procedure established by this Handbook. 3.6 At the basic prices of the Directory, along with the work on designing the main facility and issuing project documentation in accordance with the requirements of the legislation of the Russian Federation, the following works and services are taken into account and do not require additional payment: 3.6.1 protection of design documentation in the examination bodies and approving authorities and the introduction of appropriate changes according to their comments; 3.6.2 costs for the analysis of the estimated cost of materials and equipment provided for in the project; 3.6.3 drawing up a contract for design and survey work. 3.7 The basic prices of the Handbook are not taken into account and require the following additional services and services: 3.7.1 engineering surveys; 3.7.2 economic research; 3.7.3 surveys and measurements at facilities subject to major repairs, reconstruction, expansion and technical re-equipment *. _____________ * The cost of such work should be determined according to the relevant Directories or by costing in accordance with costing

The degree of elaboration of additional options is set by agreement with the customer. At the same time, the cost of the main (first) option is taken with a coefficient of 1, and the additional option with a decreasing coefficient depending on the composition and complexity of the work. 3.7.7 design of bridges, overpasses, tunnels, galleries, balconies, retaining walls, pedestrian crossings at different levels, ferry crossings, anti-landslide structures, fortifications of weak subgrade bases; 3.7.8 design of the structures of the traffic police (GAI), as well as roadside service facilities, road and motor transport services; 3.7.9 development of a road maintenance project; 3.7.10 development of a project for landscaping roads; 3.7.11 development of a project for lighting roads and interchanges, as well as special communications for road and road transport services; 3.7.12 design of bicycle paths, sidewalks and improvement of settlements; 3.7.13 design of traffic lights; 3.7.14 reorganization and removal from the construction zone of all types of engineering communications; 3.7.15 design of ponds, reservoirs, hydraulic structures; 3.7.16 project for the production of hydromechanized and blasting operations; 3.7.17 project for the restoration of temporarily seized lands; 3.7.18 designing measures to reduce noise in populated areas; 3.7.19 design of storm sewers and treatment facilities; 3.7.20 development of the section "Engineering and civil defense measures. 3.7.21 development of the section "Environmental Impact Assessment" (EIA) *. _____________ * The development of the EIA section is carried out at the pre-design stage of design, the development cost can be determined additionally and make up 20% of the price of substantiating investments in construction, or 4% of the total design cost ("project" + "working documentation").
3.7.22 development of design documentation for individually manufactured equipment, except for the preparation of initial requirements for the design of this equipment *. _____________ * The reference prices reference book takes into account the costs of compiling the initial requirements for the development of design documentation for individually manufactured equipment, including single and small-scale ones. The terms of reference for the specified equipment are developed by the manufacturer. In some cases, when the development of the specified design documentation is entrusted to the design organization, it is usually carried out under contracts with the equipment manufacturer. If the manufacturer is not defined, then the development of design documentation for equipment can be carried out by the design organization on behalf of the customer. In this case, the base price for the implementation of these design work is determined by departmental prices of manufacturers of the specified equipment.
3.7.23 the development of automated process control systems (APCS), automated production control systems (ACS) and an automated traffic control system (ASUDD) *. _____________ * The base price for designing process control systems, automated process control systems and automated control systems is determined by the relevant price documents for the development of the specified technical documentation.
3.7.24 development of working drawings for special auxiliary structures, fixtures, devices and installations during the design of objects with particularly complex structures and methods of work *. _____________ * The base price for the development of working drawings of these structures, fixtures and devices is determined by the calculation of cost in accordance with costing.
3.7.25 development of projects for the construction and installation works (PPR); 3.7.26 production of demonstration models; 3.7.27 field supervision; 3.7.28 performance of research and experimental work; 3.7.29 assessment of the financial effectiveness of the implementation of the road construction project with their subsequent operation on a paid basis *. _____________ * The cost of performing this work can be determined by calculation based on costing.
3.7.30 expenses for business trips, including expenses of administrative staff, if the business trips of this staff are directly related to the design of the facility; 3.7.31 introduction of changes to the design documentation caused by a decision of the customer or a change in the requirements of regulatory documents in the design process (with the exception of correcting errors made by the design organization); 3.7.32 work (costs) related to the functions of the customer-developer in: 3.7.32.1 collecting initial data, including obtaining technical specifications; 3.7.32.2 identification of owners of real estate; 3.7.32.3 the development of technological regulations for the implementation of certain types of construction work; 3.7.32.4 the selection of suppliers and sources of materials, semi-finished products and structures; 3.7.32.5 the development of a section on the delineation of the balance sheet of demolished, reconstructed, newly constructed objects; 3.7.32.6 the preparation of documents for the transfer of land to land of transport; 3.7.32.7 the organization and conduct of public hearings; 3.7.32.8 payment of expenses of local authorities (administration), state supervision (control) and interested organizations to agree on planned design decisions, etc .; 3.7.32.9 examination of project documentation, including obtaining opinions of independent experts. 3.8. The base price for the development of design documentation for the reconstruction of structures is determined according to this Reference Book of basic prices using an increasing factor from 1.2 to 1.5. 3.9 The base price for the development of design documentation for major repairs is determined according to this Handbook using a decreasing coefficient to the design price for new construction conditions in the amount of not more than 0.85, depending on the composition and scope of work. 3.10 When determining the cost of design work at the base prices of the Directory, in the presence of complicating factors, increasing factors are applied. If there are several complicating factors and the use of several coefficients, large units, in connection with this, the general increasing coefficient is determined by summing their fractional parts and units. 3.11 When determining the cost of design work at the base prices of the Directory, reducing coefficients may be applied in cases provided for by the General Guidelines and this Directory. When determining the cost of design work with the use of several coefficients less than unity, the total reduction coefficient is determined by multiplying them. 3.12. The base price for the development of design documentation for the construction of structures in difficult conditions is determined by the prices of the Directory using the following factors to the cost of design work.

If there are two or more complicating factors, the coefficients are applied for each factor. 3.13 When designing facilities at a distance of 25 km from the borders of cities with populations from 500 thousand to 1 million people, a coefficient of 1.1 should be applied to base prices. When designing facilities at a distance of up to 50 km from the borders of cities with a population of 1 million people or more, a coefficient of 1.2 should be applied to base prices. When designing facilities at a distance of up to 50 km from the borders of cities of federal significance (Moscow, St. Petersburg), a coefficient of 1.4 should be applied to base prices. 3.14 When determining the base price of design in this Handbook in the case of a reduction in specific design time compared to the normative, it is recommended to use the following increasing factors:
  • while reducing the term by 1.2 times - 1.1;
  • while reducing the term by 1.4 times - 1.2;
  • with a reduction of the term by 2 or more times - 1.4;
3.15 When developing estimates using the resource method, it is allowed to apply an increase factor up to 1.5 to the cost of developing the section "Estimated documentation". The maximum value of the increasing coefficient in the preparation of budget documentation (using software) is taken if there is no centralized data bank in the region about the cost of resources to account for the additional costs associated with its formation. 3.16 Costs of design organizations associated with their implementation of the functions of general designer and supervision of design works transferred for subcontracting are determined in the amount of up to 2% of the base price for the development of design documentation transferred to subcontracting design organizations, and are paid additionally. 3.17. The base price for the development of design documentation, carried out in accordance with the relevant regulatory documents governing the design of facilities for construction abroad, is determined in accordance with paragraph 13 of Section III of the General Guidelines. 3.18. The base prices of the Directory take into account the cost of 4 copies of design documentation issued to the customer. The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price. 3.19. The costs of the general design organization for participating in the selection of the route of the road and the sites of associated structures are determined by the prices for the design of the corresponding structures listed in the Handbook, using a coefficient of 0.25 to the cost of developing documentation at the "project" stage. 3.20. The base price for the development of Justifications for investments in the construction of facilities is determined at the prices of the Directory using a decreasing coefficient in accordance with the complexity of the work. The size of this ratio to the prices of the Directory at the stage of "project" is up to 0.5.

4 DETERMINATION OF BASIC PRICES FOR THE DEVELOPMENT OF DESIGN DOCUMENTATION

4.1 Basic prices for the design of roads are set depending on the category of roads and categories of design complexity. The base prices for the design of transport interchanges are set depending on the type of transport interchange and the category of design complexity. 4.2. The base price for designing roads and interchanges is set for three categories of design complexity depending on the terrain, the density of development of the territory and the density of engineering and transport communications. To determine the category of design complexity, one of the features characterizing the complexity is sufficient. When assigning road sections to various categories of complexity, their length should be taken at least 5 km long, with the exception of approaches to artificial structures (bridges, overpasses, overpasses, tunnels, etc.).

1. An explanatory note.

1.1. The Handbook takes into account the instructions contained in the "Regulation on the composition of sections of project documentation and the requirements for their maintenance", approved by the Government of the Russian Federation on 01.01.2001 No. 87 (hereinafter - the "Regulation"), as well. Provisions of the Guidelines for the use of Reference books of basic prices for design work in construction, approved by order of the Ministry of Regional Development of the Russian Federation of 01.01.01. The price level in the Directory is set on 01.01.2001. 1. BASIC PROVISIONS

1.1. The State Estimated Standard The Reference Book of Basic Prices for Design Work in Construction "Public Roads and City Streets and Roads" (hereinafter referred to as the "Reference Book") is intended to determine the cost of developing design and detailed design in construction, as well as the initial prices of tenders for state or municipal order for the design of public roads, interchanges and city streets and roads.

1.2. When using this Handbook, one should be guided by the Methodological Instructions for the Use of Reference Books for Design Prices in Construction, approved by the order of the Ministry of Regional Development of the Russian Federation “On the Approval of the Methodological Instructions for the Use of Reference Books for Basic Prices for Design Works in Construction” (registered by the Ministry of Justice of the Russian Federation on 23.03. 2010, Bulletin of normative acts of federal executive bodies, 2010, No. 16) (hereinafter - Methodical Decrees knowledge).

1.3. The base prices given in the Handbook are set depending on the natural indicator of the design object (length) or on the object as a whole.

1.7. The basic prices of the Directory in addition to the works listed in clause 1.3.6. Section I of the Guidelines, the following works and services are not taken into account and require additional payment:

1.7.1 road route selection;

1.7.2 selection of sites for the construction of permanent and temporary buildings and structures, as well as sites for the extraction of local and soil reserves;

2.3. The base design price of a road consisting of sections having a different category of road or design complexity is determined by summing the design prices of sections calculated by the formula

2.1.3. The base price of designing approaches to artificial structures (bridges, overpasses, overpasses, tunnels, etc.) is determined by the prices of the corresponding categories of roads and the complexity of design based on the length of each approach to the construction, with the exception of the length of approaches from the total length of the road.

In the case when the total length of approaches to artificial structures is less than 2 km, the estimated length is taken to be 2 km and excluded from the total length of the road.

2.1.4. The base price of designing entrances to the main road, sections of intersected roads, local passages, passages for communication of divided territories is determined separately for each structure in accordance with the length, category of road and complexity of design. When designing two or more similar entrances with a length of less than 2 km as part of a road, the base price for designing entrances should be determined based on their total length in accordance with the category and complexity of designing the section of the main road on which they are located.

2.1.5. The base price for designing road sections with a separate subgrade for movement in each direction is determined by prices corresponding to the total length of sections with a separate subgrade.

2.1.6. In the case of complex development of design materials when designing access roads, road interchanges and other structures as part of the road, the costs of developing sections that are part of the design and working documentation for the main road and are not developed separately should be excluded from the relative cost tables for this facility.

2.1.7. When designing facilities at a distance of up to 25 km from the borders of cities with populations from 500 thousand to 1 million people, a pricing factor of up to 1.1 should be applied to base prices.

When designing objects at a distance of up to 50 km from the borders of cities of federal significance (Moscow, St. Petersburg), base prices up to 1.4 should be applied to base prices.

2.1.8. When determining the base price of the design and working documentation related to the design of public roads according to table No. 1 of this Handbook, the following features should be taken into account:

· When designing roads of categories 1A, 1B and 1B for 6-lane roads, a pricing factor of up to 1.3 should be applied to the base prices for designing 4-lane roads; 8-way - coefficient up to 1.6; 10 or more lane - coefficient up to 1.9;

· The base price for designing roads with high embankments and deep grooves (more than 12 m) is taken at table prices with a pricing factor of up to 1.04;

· The base price of designing road structures with frost protection layers using thermal insulation is taken at table prices with a coefficient pricing coefficient of up to 1.04;

· The base price for designing roads with a bed of structural layers of various geosynthetics is taken at table prices with a pricing factor of up to 1.02;

· The base price of the development of the working documentation of the road with the implementation of the consolidated construction plan is determined by the prices of the table with a pricing factor of up to 1.12;

· When designing road sections with pedestrian and bicycle paths and sidewalks, a pricing factor of up to 1.08 is applied to the base prices of the table;

· If it is necessary to develop documentation for technological and temporary roads, the cost of their design is determined at the base prices of this table established for roads of IV and V categories;

· The prices of this table take into account the cost of barrier fencing on multi-lane roads (categories IA; IB; IB). If it is necessary to design a barrier fence for roads II and subsequent categories, a pricing factor up to 1.05 should be applied to design prices;

· The price of designing road structures with shallow and deep drainages, intercepting planar drains, etc., is determined by the prices of the table with a pricing factor of up to 1.08.

2.1.9. When determining the base price for the development of design and working documentation related to the design of transport interchanges according to table No. 2 of this Handbook, the following features should be taken into account:

· The prices of the table take into account the cost of designing intersections at the same level as the device of transition-speed lanes, safety islands or ring intersections. When designing intersections at the same level without transition-speed lanes, a factor of 0.35 should be applied to prices;

· The base price of designing adjacencies at one level is determined by applying paragraphs to prices. 1-3 tables of a coefficient of 0.75. For all types of adjacencies at the same level without transition-speed bands, a coefficient of 0.35 should be used when calculating the price;

· The prices of the tables for the design of interchanges at different levels do not include design work on the main and intersected roads;

· The base design price of intersections (junctions) at one level takes into account the costs of designing exits and entrances on approaches to the main road with a length of up to 0.2 km;

· When designing transport interchanges on motorways of categories 1A, 1B and 1B for 6-lane roads, a pricing factor of up to 1.3 should be applied to base prices for designing 4-lane roads; 8-way - coefficient up to 1.6; 10 or more lane - coefficient up to 1.9;

· The base price for the design of transport interchanges with high embankments and deep excavations (more than 12 m) is taken at table prices with a pricing factor of up to 1.04;

· The base price for the design of road structures of transport interchanges with frost protection layers using thermal insulation is taken at table prices with a pricing factor of up to 1.04;

· The base price for the design of a traffic intersection with a canvas made of structural layers of various geosynthetic materials is taken at table prices with a pricing factor of up to 1.02;

· The base price of the development of working documentation of the traffic intersection with the implementation of the consolidated construction plan is determined by the prices of the table with a pricing factor of up to 1.12;

· The base price for designing a traffic intersection with pedestrian and bicycle paths and sidewalks is determined with a pricing factor of up to 1.08;

· If it is necessary to develop documentation for technological and temporary roads, the cost of their design is determined at the prices of this table established for roads of IV and V categories;

· The prices of this table take into account the cost of the barrier fencing of traffic intersections on multi-lane roads (categories IA; IB; IB). If it is necessary to design a barrier fence for road junctions for roads II and subsequent categories, a pricing factor of up to 1.05 should be applied to the design prices;

· The base price for designing roads with thin-layer, monolithic and precast cement concrete paving is taken at table prices with a pricing factor of up to 1.02;

· The cost of designing road structures with shallow and deep drainages, intercepting planar drains, etc., is determined by the prices of the table with a pricing factor of up to 1.08.

Chapter 2.2. City streets and roads. Transport interchanges

2.2.1. This chapter provides the procedure for determining the cost of designing city, townships, rural streets and roads within residential areas, transport interchanges, pedestrian streets and roads, streets and roads of industrial and communal-warehouse areas, carried out on the basis of territorial planning projects.

2.2.2 .. When designing objects in cities with a population of 500 thousand to 1 million, a pricing coefficient of 1.1 is applied to prices; with a population of more than 1 million people - a coefficient of up to 1.2; for the cities of Moscow and St. Petersburg - a coefficient of up to 1.4.

2.2.3. The distribution of the base price for the development of design and working documentation is carried out according to the indicators below and can be specified by agreement between the contractor and the customer.

2.2.4. The base design price of city streets and roads for the 1st category of design complexity is taken at the prices of table No. 1 of this Handbook for the first category of design complexity according to the following rules:

· Main roads: motor roads of category 1A, 1B, 1B;

· Trunk streets of citywide significance: motor roads of category 1A, 1B, 1B; when designing independent driveways with a dividing strip width of more than 5 m, the design cost is determined at the base prices of motor roads of category II (4 lanes) and II (2-3 lanes) separately for each passage;

· Main streets of district significance: motor roads of category II (4 lanes) and II (2-3 lanes);

· Streets and local roads: Category III roads;

· Driveways: Category IV roads.

2.2.5. The base price for designing high-speed and main streets is given taking into account 4 lanes. When designing 6-lane roads, a pricing factor of up to 1.3 should be applied to the base prices for designing 4-lane roads; 8-way - coefficient up to 1.6; 10 or more lane - coefficient up to 1.9.

The base price for designing streets and local roads is given based on 2 lanes. When designing these streets as 3- and 4-lane roads, a pricing factor of up to 1.3 should be applied to the base prices for designing 2-lane roads.

2.2.6. The main design work, taken into account the prices of the Directory, are:

· Plan for the placement of the object within the red lines;

· Vertical layout of the facility using the design elevation method or design contour lines;

· The rationale and calculations of the designs of the subgrade and pavement;

· Development of longitudinal, transverse and structural profiles for the elements of the object;

· Development of drainage design for drainage of pavements;

1 AREA OF USE

1.1 This Reference Book of basic prices for design work for the construction of "Public Roads" (hereinafter referred to as the "Reference Book") is recommended for determining base prices for the subsequent formation of contract prices, as well as initial prices for tenders when placing a state or municipal order for the design of automobile public roads and road junctions.

1.2 When using this Handbook, the General Guidelines for the Use of the Handbooks of Basic Prices for Design Work for the Construction of the 2002 Edition (hereinafter referred to as the “General Guidelines”) should be taken into account.

2 TERMS AND DEFINITIONS

2.1. In this Handbook, the terms used by the legislation of the Russian Federation and the General Guidelines for the use of Handbooks of basic prices for design work for the construction of the 2002 edition are used.

3 BASIC PROVISIONS

3.1. The basic prices given in the Handbook are set depending on the natural indicator of the design object (length) or on the object as a whole.

3.2. The basic prices of the Directory take into account the cost of two-stage design “project” + “working documentation”.

3.3. The level of base prices contained in the tables of the Directory is set as of 01.01.2001.

3.4 Base prices include the costs of the development of project documentation and profit, excluding value added tax.

3.5. The Directory contains basic prices for individual design of new construction projects. The cost of designing reconstruction objects, major repairs is determined by the introduction of correcting factors in accordance with the procedure established by this Handbook.

3.6 At the basic prices of the Directory, along with the work on designing the main facility and issuing project documentation in accordance with the requirements of the legislation of the Russian Federation, the following works and services are taken into account and do not require additional payment:

3.6.1 protection of design documentation in the examination bodies and approving authorities and the introduction of appropriate changes according to their comments;

3.6.2 costs for the analysis of the estimated cost of materials and equipment provided for in the project;

3.6.3 drawing up a contract for design and survey work.

3.7 The basic prices of the Handbook are not taken into account and require the following additional services and services:

3.7.1 engineering surveys;

3.7.2 economic research;

3.7.3 surveys and measurements at facilities subject to major repairs, reconstruction, expansion and technical re-equipment 1.

The degree of elaboration of additional options is set by agreement with the customer. At the same time, the cost of the main (first) option is taken with a coefficient of 1, and the additional option with a decreasing coefficient depending on the composition and complexity of the work.

3.7.7 design of bridges, overpasses, tunnels, galleries, balconies, retaining walls, pedestrian crossings at different levels, ferry crossings, anti-landslide structures, fortifications of weak subgrade bases;

3.7.8 design of the structures of the traffic police (GAI), as well as roadside service facilities, road and motor transport services;

3.7.9 development of a road maintenance project;

3.7.10 development of a project for landscaping roads;

3.7.11 development of a project for lighting roads and interchanges, as well as special communications for road and road transport services;

3.7.12 design of bicycle paths, sidewalks and improvement of settlements;

3.7.13 design of traffic lights;

3.7.14 reorganization and removal from the construction zone of all types of engineering communications;

5 The reference price guide takes into account the costs of compiling the initial requirements for the development of design documentation for custom-made equipment, including single and small-scale ones. The terms of reference for the specified equipment are developed by the manufacturer. In some cases, when the development of the specified design documentation is entrusted to the design organization, it is usually carried out under contracts with the equipment manufacturer. If the manufacturer is not defined, then the development of design documentation for equipment can be carried out by the design organization on behalf of the customer. In this case, the base price for the implementation of these design work is determined by departmental prices of manufacturers of the specified equipment.

3.7.23 the development of automated process control systems (APCS), automated production control systems (ACS) and an automated traffic control system (ASUDD) 6.

3.7.30 expenses for business trips, including expenses of administrative staff, if the business trips of this staff are directly related to the design of the facility;

3.7.31 introduction of changes to the design documentation caused by a decision of the customer or a change in the requirements of regulatory documents in the design process (with the exception of correcting errors made by the design organization);

3.7.32 work (costs) related to the functions of the customer-developer in:

3.7.32.1 collection of source data, incl. obtaining technical conditions;

3.7.32.2 identification of owners of real estate;

3.7.32.3 the development of technological regulations for the implementation of certain types of construction work;

3.7.32.4 the selection of suppliers and sources of materials, semi-finished products and structures;

3.7.32.5 the development of a section on the delineation of the balance sheet of demolished, reconstructed, newly constructed objects;

3.7.32.6 the preparation of documents for the transfer of land to land of transport;

3.7.32.7 the organization and conduct of public hearings;

3.7.32.8 payment of expenses of local authorities (administration), state supervision (control) and interested organizations to agree on planned design decisions, etc .;

3.7.32.9 examination of project documentation, including obtaining opinions of independent experts.

3.8. The base price for the development of design documentation for the reconstruction of structures is determined according to this Reference Book of basic prices using an increasing factor from 1.2 to 1.5.

3.9 The base price for the development of design documentation for major repairs is determined according to this Handbook using a decreasing coefficient to the design price for new construction conditions in the amount of not more than 0.85, depending on the composition and scope of work.

3.10 When determining the cost of design work at the base prices of the Directory, in the presence of complicating factors, increasing factors are applied. If there are several complicating factors and the use of several coefficients, large units, in connection with this, the general increasing coefficient is determined by summing their fractional parts and units.

3.11 When determining the cost of design work at the base prices of the Directory, reducing coefficients may be applied in cases provided for by the General Guidelines and this Directory.

When determining the cost of design work with the use of several coefficients less than unity, the total reduction coefficient is determined by multiplying them.

3.12. The base price for the development of design documentation for the construction of structures in difficult conditions is determined by the prices of the Directory using the following factors to the cost of design work.

3.13 When designing facilities at a distance of 25 km from the borders of cities with populations from 500 thousand to 1 million people, a coefficient of 1.1 should be applied to base prices.

When designing facilities at a distance of up to 50 km from the borders of cities with a population of 1 million people or more, a coefficient of 1.2 should be applied to base prices.

When designing facilities at a distance of up to 50 km from the borders of cities of federal significance (Moscow, St. Petersburg), a coefficient of 1.4 should be applied to base prices.

3.14 When determining the base price of design in this Handbook in the case of a reduction in specific design time compared to the normative, it is recommended to use the following increasing factors:

while reducing the term by 1.2 times, 1.1;

1.4 times 1.2;

2 or more times - 1.4.

3.15 When developing estimates using the resource method, it is allowed to apply an increase factor up to 1.5 to the cost of developing the section “Estimated documentation”. The maximum value of the increasing coefficient in the preparation of budget documentation (using software) is taken if there is no centralized data bank in the region about the cost of resources to account for the additional costs associated with its formation.

3.16 Costs of design organizations related to their implementation of the functions of general designer and supervision of design works transferred for subcontracting are determined in the amount of up to 2% of the base price for the development of design documentation transferred to subcontract design organizations, and are paid additionally.

3.17. The base price for the development of design documentation, carried out in accordance with the relevant regulatory documents governing the design of facilities for construction abroad, is determined in accordance with paragraph 13 of Section III of the General Guidelines.

3.18. The base prices of the Directory take into account the cost of 4 copies of design documentation issued to the customer. The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

3.19. The costs of the general design organization to participate in the selection of the route of the road and the sites of the associated structures are determined by the prices for the design of the corresponding structures listed in the Handbook, using a coefficient of 0.25 to the cost of developing documentation at the “project” stage.

3.20. The base price for the development of the Justification for investments in the construction of facilities is determined by the prices of the Directory using a decreasing coefficient in accordance with the complexity of the work. The size of this ratio to the prices of the Directory at the “project” stage is up to 0.5.
