The roadmap is a convenient practical tool that visually reflects all the stages of the construction of an individual turnkey house.
Such a detailed map could only be born in the bowels of a large company that thinks in a complex way. Unlike construction teams and one-day companies that specialize in basic construction - a quick and relatively simple stage of building a house, we at Vesco Construction do not strive to complete the most marginal stage, our motivation is the final product - a finished house, where it will be cozy, convenient and live rationally for our client. That is why we think about planting trees and arranging furniture already at the stage of acquaintance with the client’s site and when developing the first planning sketches.
What is important?
- Openness! The construction roadmap is a kind of manifesto for Vesco Construction. This is the first open plan of action where everything is taken into account. Faced for the first time with the construction of a cottage, the owner of the site poorly presents a list of questions and steps that will have to be passed along this path. A simplified vision will inevitably lead to errors in assessing the financial component, which is the basis for the successful completion of turnkey construction in the foreseeable future.
- Co-responsibility! Building a house, like any building process, requires emotional and physical involvement in the interaction with the contractor and the customer himself and his family members. We deliberately highlight the areas of responsibility of the customer in the roadmap — decisions whose adoption takes time and attention. We urge our clients to really assess their strength and be in dialogue with a representative of a construction company.
- Stone house. The roadmap is designed taking into account the peculiarities of the construction of a stone house. The main stages of wooden housing construction coincide with the stone, the differences lie in the details. Check with your contractor for details.

This was announced on April 12 at the final meeting of the Public Council under the Ministry of Construction of Russia, the head of the department Mikhail Men.
According to the Minister, the information modeling modeling plan (“road map”) was prepared in accordance with the list of instructions of the President of the Russian Federation following a meeting of the State Construction Council.
“We, as the regulator of the construction industry, must create the conditions for the application of information modeling technologies in practice. I want to emphasize that the use of BIM technologies is a new era in the construction and operation of buildings. And this is not only 3D modeling, it is also the calculation of the full life cycle of a structure, including its disposal. In the BIM model of the future building, it is possible to “sew up” not only the characteristics of materials and processes, but also information on purchases, deliveries and terms of future repairs. Technologies allow in virtual reality mode to monitor the operation of engineering systems and much more, ”commented the head of the Russian Ministry of Construction Mikhail Men.
The Roadmap provides for the development of national standards for information modeling in the design, construction (reconstruction, overhaul) processes, operation and demolition of capital construction projects, bringing regulatory and technical documents and estimated standards used in construction in accordance with the classifier of building resources. In addition, the plan prescribes the expansion of the functional purpose of the federal state information system of pricing in construction in the direction of operation and demolition of capital construction facilities.
“According to experts, the use of information modeling technologies only in the design and construction process will achieve savings of up to 20% on the construction of the facility. In addition, the use of BIM will reduce administrative barriers and reduce the construction time, ”the minister added.
REFERENCE: Information modeling is a modern approach to the construction, equipment, and life cycle management of a building, in which the construction project is designed as a single complex of infrastructure, technological systems and the actual construction site. Information models contain tools for managing cost and risk, deadlines, variability of project execution. Information modeling technology allows not only to visualize in 3D format any elements and systems of the building, but also to calculate various options for their layout, to analyze the operational characteristics of future buildings, simplifying the choice of the optimal solution. As a result, it becomes possible to avoid a huge number of alterations and redesigns, save time, significantly reduce the cost of construction and further operation of facilities. The introduction of information modeling technologies will reduce the estimated cost of facilities under construction, increase the efficiency of capital investments, and reduce operating costs.

1. To approve the attached action plan (“road map”) “Improving the legal regulation of urban development and improving the business climate in the construction industry” (hereinafter - the plan).
2. The heads of the federal executive bodies responsible for the implementation of the plan:
ensure the implementation of the plan;
quarterly, by the 5th day of the month following the reporting quarter, submit information on the implementation of the plan to the Ministry of Economic Development of Russia.
3. Monitoring and control of the implementation of the plan shall be carried out in accordance with the order of the Government of the Russian Federation of September 6, 2012 N 1613-r.
4. The Ministry of Finance of Russia and the federal executive bodies responsible for the implementation of the plan, when preparing the draft federal budget for the next financial year and planning period, take into account, in the established manner, the measures provided for by the plan.

I. General Description of the Road Map
1. Implementation of the action plan (“road map”) “Improving the legal regulation of urban development and improving the business climate in the field of construction” (hereinafter - the “road map”) is designed to improve the business climate in the field of urban development, including simplifying the construction process from stages of preparation of urban planning documentation before commissioning and registration of property rights.
2. The objectives of the roadmap are:
simplification of urban planning of land plots;
improvement of the regulatory environment;
reduction of administrative barriers in construction, including reduction in the number of procedures associated with the implementation of investment and construction projects, as well as the total time and cost of their passage.

3. As benchmarks for the implementation of the roadmap, the position in the Doing Business World Bank ranking on the indicator "Obtaining a building permit" and the performance indicators of the heads of federal executive bodies (the Ministry of Construction of Russia) to create favorable conditions for doing business are defined.

At the beginning of 2012, the current President of the Russian Federation at the RSPP congress set the business community the task of developing “road maps” in order to improve the investment climate in Russia. These documents should contain concrete steps to improve the regulatory framework and state institutions.
What is a roadmap?
A “road map” is a visual representation of a step-by-step scenario for the development of a particular object: from technology and business, to an entire industry, industry, or even a plan to achieve political, social and other goals. Roadmaps allow you to view not only likely scenarios, but also their potential profitability, as well as choose the best paths in terms of resource costs and economic efficiency.
Improving the investment climate in Russia is the right task, if you do not take into account the individual realities of the monetary policy of Russia.
So, in particular, our country places Russian money at a significantly lower percentage than it borrows (which should not be in principle); since the beginning of 2012, the money supply in Russia has practically not grown (in the first 10 months of 2012, the growth of M2 was only 1%), against the background of a completely opposite monetary policy in most countries of the world.
The level of monetization (the ratio of M2 to GDP) of the Russian economy in 2012 tends to decrease. Recall that in 2011 this indicator was 45%, and it is planned to increase it to 55% in 2015.
Even if this happens, the level of monetization in Russia will be significantly inferior not only to developed countries (according to the World Bank, the level of monetization in 2011 was 236.6% in Japan, 180.1% in Germany, and 152.2 in France %, in the USA - 83%), but also for developing countries that are members of the BRICS (in China - 167.3%, in South Africa - 73.2%, in India - 72.4%, in Brazil - 68.5%) .
In early June 2012, the head of the Government of the Russian Federation signed almost all the roadmaps developed by the working groups created by the Agency for Strategic Studies (ASI). Only the construction road map was not signed, which was returned for revision. After 2.5 months (in mid-August 2012), the Action Plan (“roadmap”) “Improving the business climate in the construction industry” was adopted.
This document included a smaller part of the business proposals after its approval in the relevant ministries and departments, which made this document “convenient” for its implementation, but not for business, with general and non-binding wordings.
The roadmap “Improving the Entrepreneurial Climate in the Construction Sector” proposes to introduce innovations in the current legislation and regulatory framework, so that by 2018:
the approval period for all necessary IRD was significantly (7.55 times) reduced (from 423 days to 56 days);
construction will be carried out in a notification manner from 2015 (the number of necessary procedures by 2018 is reduced by 4.64 times from 51 to 11, and financial costs by 1.84 times).
The Road Map suggests that starting in 2015, the notification principle of obtaining a building permit will begin to operate. The cancellation of the mandatory examination will be carried out, as expected, in stages - from January 2013 it will not be needed to start the construction of multi-apartment buildings, and in a year - all other objects, with the exception of especially dangerous and unique ones.
In December 2012, the authorities intend to create draft normative legal acts "aimed at creating a system for applying European and international standards in the field of construction."
As a result of this, in 2018 Russia will have to move up in the Doing Business rating by 134 positions (from 178 to 31 places).
That is, we are not talking about increasing the volume of housing construction, which needs to be done in the framework of the current federal target program "Housing" for 2011-2015. (according to the authors of the roadmap, this process should happen automatically).

What are roadmaps
According to Vladimir Putin, “roadmaps” should contain specific, “step-by-step” actions aimed at improving the regulatory framework and state institutions. In total, 22 such cards should be developed for various fields of activity and industries, including construction. The main tasks are improving the investment climate, eliminating unnecessary bureaucratic procedures.
“In order to get into the top twenty countries according to the investment climate, we need to reduce the number of different licensing procedures from 51 to 7, and the number of days required to obtain all approvals from 423 to at least 35. I propose to radically simplify using the best international practices all mechanisms for approving project documentation and issuing building permits, ”said Vladimir Putin, speaking at the XIX Congress of the Russian Union of Industrialists and Entrepreneurs.
All work in this direction and responsibility for it was assumed by the Agency for Strategic Initiatives created last year (the founder is the Government of the Russian Federation). The roadmap development team in the construction industry brought together mainly representatives of a large construction business and a small number of officials. It was headed by the chairman of the board of directors of Barkli company Leonid Kazinets (Barkli is Moscow’s leading developer in the field of elite housing construction).
In early June, the prime minister signed the first three “roadmaps” aimed at improving the regulatory framework and state institutions in the field of energy, customs and export. The fourth, construction, returned for revision. The reason is the discontent of the business community with the “truncations” to which its proposals underwent approval in various departments. Nevertheless, after a minor revision on August 16, 2012, the “road map” for construction was approved by order of the Government of the Russian Federation.
The document, initiated by the first persons of the state, entitled "Improving the business climate in the construction industry" was published on the government website. This industry development map for six months has been developed.
The preamble of the document says that the implementation of the “roadmap” “Improving the business climate in the construction sector” will simplify and improve administrative procedures at all stages of construction, from the preparation of urban planning documentation to the commissioning of capital construction projects.
The goals of the roadmap are to reduce the number and time of procedures, an almost double reduction in the costs required to develop investment and construction projects, and to develop a housing rental market.
As a benchmark for the successful implementation of the roadmap, the Doing Business rating, prepared annually by the World Bank, was selected. The target reference point for the implementation of the road map was the entry of the Russian Federation into the top twenty of this rating. Now Russia takes 120th place out of 183 in it.
A “roadmap” is a regular list of instructions with an indication of those responsible for their implementation and the timing of implementation. The action plan for the implementation of the Russian roadmap in construction contains five sections: “Formation of land plots and development of urban planning documentation”, “State support for integrated development of territories”, “Reducing the time and number of approvals and permits”, “Modernizing the technical regulation system and optimizing the supervision system in construction ”,“ Development of the rental housing market ”.

The deadlines for the implementation of 90 percent of them are breathtaking - no later than December 2012. The task is to reduce the number of procedures required to obtain a building permit from 51 to 11, that is, almost five times. By 2018, builders should receive permission in 56 days instead of 423 today.
Let us analyze the points of the construction "road map". The action plan provides that the Government of the Russian Federation should prepare a draft new federal law. Its essence: if the territorial planning documents of the Russian Federation and its constituent entities are not approved by January 1, 2013, then state-owned land plots are transferred to the municipalities. This does not apply to those land plots that are reserved for state needs, and land plots for which appeals have been received by the Federal Housing Development Fund to involve them in economic turnover.
The meaning of the law is to accelerate the formation of the land market. The state is its largest owner. Of the 1.7 billion hectares of land available in Russia, he owns more than a billion hectares.

The “road map” says this: the Government of the Russian Federation should approve regulatory legal acts aimed at improving the efficiency of mechanisms that stimulate state authorities of the constituent entities of the Russian Federation, local governments and natural monopolies, to provide land for engineering, social housing and transport infrastructure.
A federal law will also be adopted, providing for the duty of the relevant authorized bodies of local self-government to independently decide on the development of documentation for the planning of the territory on the basis of applications from the owners of land plots. And after a public hearing, subject to compliance with the territorial planning documents, land use and development rules, place approved plans for general familiarization.
A decisive battle between bureaucracy and red tape should be given by normative legal acts providing for an exhaustive list of administrative procedures established at the federal level in the field of housing and industrial construction. In the same direction, the procedure for coordinating additional procedures established by the constituent entities of the Russian Federation, local self-government bodies, communal complex organizations and electric grid companies will be improved. The same applies to the list of federal and regional norms, documents and technical regulations that are mandatory for use in the examination of project documentation and the results of engineering surveys, state construction supervision and construction control during the construction of facilities and their commissioning.
Another draft federal law is literally revolutionary. It provides a notification procedure for the start of construction. But this order is stipulated by a number of conditions. It is necessary to have documents for the land, documentation on the planning of the territory and urban planning zoning, a positive expert opinion. It will be possible to start the construction of capital construction facilities (even if there is no answer) 30 days after mailing the relevant documents to the authorized bodies of state power and local self-government. This procedure will be valid for industrial facilities outside the boundaries of settlements from July 1, 2013. For other objects (with the exception of especially dangerous, technically complex and unique) - from January 1, 2015.
There will be an opportunity to find a council for bureaucrats and red tape. A draft federal law is being developed that establishes a procedure for administrative appeal of actions (inaction) of state authorities and local self-government bodies related to a violation of the procedure for exercising powers in the field of construction and land relations, with the simultaneous introduction of appropriate sanctions in the Code of Administrative Offenses of the Russian Federation.
The procedures for putting capital construction projects into operation will also be simplified in stages. The first stage is the participation of insurance and self-regulatory organizations in assessing the compliance of these facilities with the requirements of the legislation of the Russian Federation. Second, they will introduce the rules, according to which for commissioning only a contract with an insurance company and confirmation of construction supervision will be required (with the abolition of all other currently binding procedures and requirements). In addition, from January 1, 2018, the developer will have to shoulder the burden of financial responsibility for the constructed facility for the entire period of its warranty period.
The powers of the institute of private construction supervision will be expanded. His conclusion on the compliance of the constructed or reconstructed capital construction facility with the requirements of technical regulations and design documentation shall be equated with the conclusion of state construction supervision (with the exception of the facilities specified in paragraph 51 of Article 6 of the Town Planning Code of the Russian Federation).
There are many other measures. An impetus is given to the development of the institute of professional management companies responsible for the operation of newly constructed capital construction projects. Mandatory requirements for the level of professional qualification and responsibility will be approved, including using mandatory insurance mechanisms and phasing out the mandatory examination, the results of engineering surveys and design documentation (again, with the exception of especially dangerous, technically complex and unique objects). There will be conditions for the application of European and international standards in the field of construction and industry and other practices of foreign countries in the Russian Federation. A set of measures is also being developed to develop the rental housing market ... In the construction sector alone, the roadmap provides for the preparation of seven federal laws and more than two dozen government regulations by the end of the year.
Analyzing the sum of measures of the road construction map, which, as stated, is aimed at improving the investment climate, improving the legal framework and reducing the time required for administrative and bureaucratic procedures, we inevitably come to the conclusion that so far we have a huge number of plans. How will they be implemented? What, for example, is the intention to prohibit officials from transferring land from one category to another (the main source of their shadow income), transfer state lands to municipalities and start the free sale of land and land for construction in 2013 (this has never happened before). For this, experts say, there is no base yet - no cadastral valuation of land has been carried out. This work has been going on for a decade, and when it’s over, it’s hard to say.
