  4. You own or rent housing, but its area is smaller than required by law.

How to get on the register

To be included in the Register of military personnel in need of improved housing conditions, you must provide information to the Housing Department of the Ministry of Defense. The following documents should be attached:

  1. An application written according to a specific template.
  2. Passports for those over 14 years old, birth certificates for other family members.
  3. Confirmation of information about being married (certificate).
  4. For 5 years, proof of residence in certain places, statements of accounts, from house books.
  5. If available, information on additional benefits provided by the state.
  6. If available, information about the property, the Agreement.

The date when the entire package of required documents is submitted will be the date when they are registered. If something cannot be provided in connection with the service, then it is registered at the moment when the right to place it appears.

The information received is checked within 30 working days, and based on the results of the review, it is decided to register or refuse. If there is a shortage of documents, a notification is sent and served within three working days. If an employee is on duty and it is impossible to deliver documents, the commander is obliged to inform the authorized body about this. If the required documents are not brought within 30 days, the application will be refused.

If corrections are necessary in the submitted information, it is necessary to notify the authorized bodies within 30 days. If changes occur in the place of residence, an application is submitted to the new address. In this case, the registration date does not change (it remains the one when the documents were originally submitted).

If a service member has deliberately worsened his situation, he will not be considered for the next five years. The following cases are not recognized as special deterioration of life:

  1. When family members move in through the court in a situation where they had no other place of residence, or it did not meet the residential requirements.
  2. If family members have terminated their rights to use housing and moved out to live together as a result of marriage.
  3. For children who stopped using the premises because they went to the place of service, if they became disabled.
  4. The lessor decided to stop renting.
  5. Loss of the opportunity to use as a result of the court invalidating a transaction for the use of the premises.

Why can they be deregistered?

What reasons may affect deregistration:

  1. Providing adequate housing according to the waiting list;
  2. Change of conditions, resulting in loss of the right to be in the Register;
  3. Obtaining budget funds for the construction or purchase of housing;
  4. Identification of data in the provided documents that does not correspond to reality;
  5. Personal initiative to exclude those in need.

If the above situations arise, the person on the waiting list is excluded from the queue for up to 30 days. Documents informing about this are sent within 3 days.

Registry

Appeared in 2010. Since then, legislation has addressed it more than once. In 2014, information about the Register appeared on the website of the Ministry of Defense, which had previously been extremely problematic to obtain. Distribution

Apartments are distributed taking into account the required square footage. Possible additional residential meters that should be provided are also taken into account:

Military personnel in our country, according to the Constitution of the Russian Federation, belong to a special category of citizens for whom a preferential procedure has been established for exercising the right to free housing.

In accordance with Federal Law of May 27, 1998 76-FZ On the status of military personnel, the state guarantees military personnel the provision of residential premises or the allocation of funds for their purchase in the manner and under the conditions established by federal laws and other regulatory legal acts of the Russian Federation.

The procedure for exercising the right of military personnel to obtain housing for permanent residence is established by the Instruction on the provision of residential premises under a social tenancy agreement to military personnel serving under a contract in the Armed Forces of the Russian Federation. The instruction was approved by order of the Minister of Defense of the Russian Federation dated September 30, 2010 No. 1280.

In accordance with the Instructions, in order to recognize military personnel as needing housing, they submit an application (in person, by registered mail with a list of attachments or a parcel post) according to the recommended form (according to Appendix 1 to the Instructions) to the structural unit of the Housing Department of the Ministry of Defense.

The recognition of military personnel as needing residential premises is carried out by the Department in accordance with Article 51 of the Housing Code of the Russian Federation and with the accounting standard for the area of ​​residential premises established by the local government, but not more than eighteen square meters of the total area of ​​​​living premises per person.

The Department maintains a unified register of military personnel registered as needing residential accommodation (hereinafter referred to as the register), information from which is duly posted on the global Internet information network on the official website of the Ministry of Defense of the Russian Federation.

The date of acceptance of military personnel for registration as those in need of residential premises is determined by the date of submission (sending by mail) by them to the structural unit of the authorized body of the applications and documents specified in paragraph 1 of the Instructions.

The distribution of living quarters to military personnel is carried out in order of priority, which is determined by the date of registration of military personnel.

After receiving consent and relevant documents from military personnel, the Department draws up and sends to military personnel extracts from decisions on the provision of residential premises, which are the basis for concluding a social rental agreement.

Residential premises under social rental agreements for military personnel registered as needing residential premises by the housing commissions of military units, during the formation of the register, are provided in the manner established by the instructions of the Minister of Defense of the Russian Federation dated June 4, 2010 205/2/373.

Upon receipt of notifications about the distribution of residential premises, these military personnel, if they agree with its receipt, provide the documents provided for in the List of documents necessary to verify the validity of recognizing military personnel as needing residential premises provided under social tenancy agreements, and the validity of providing military personnel with residential premises under contracts social hiring.

The savings and mortgage system (SMS) for housing provision for military personnel, developed on behalf of the President of the Russian Federation, has been operating in the country for the fifth year. The main source of savings for housing provision for military personnel are contributions allocated from the federal budget. The amount of such contribution per NIS participant is established by the Federal Law on the Federal Budget for the corresponding year.

In January 2009, the Federal State Institution Rosvoenzhilyo signed a cooperation agreement with the open joint-stock company Agency for Housing Mortgage Lending (AHML). The subject of this agreement is long-term cooperation in order to increase the affordability of housing through the implementation of projects for mortgage lending to military personnel.

At the end of March of this year, AHML developed a special mortgage loan for NIS participants under the Military Mortgage program and posted a calculator for its calculation on its website.

The goal of the new program is to provide apartments for military personnel who will acquire the right to permanent housing after 2010, as well as to create a stock of official housing for the regular strength of military units by relocating citizens from closed military camps who have currently lost contact with the Russian Ministry of Defense.

The Russian Ministry of Defense provides access to the Unified Register of military personnel recognized as in need of living quarters.
